The European Commission has adopted a Decision on the provision of guidelines for monitoring and reporting emissions from the capture, transport and geological storage of carbon dioxide. The guidelines, which are a requirement under the EU’s Emissions Trading Scheme (EU ETSi), are targeted at ETS installations using carbon capture and storage (CCS) technology. The adoption of the guidelines is designed to provide stakeholders with regulatory certainty and give them time to prepare for 2013, when the third phase of the Emissions Trading Scheme comes into operation.
