On 31 January 2012, the Environment, Public Health and Food Safety Committee (ENVI) of the European Parliament voted on rapporteur Chris Davies’ (Group of the Alliance of Liberals and Democrats for Europe, UK) draft report on a “Roadmap for moving to a competitive low carbon economy in 2050”. The amendments adopted include recognition that although the EU Emission Trading Scheme (ETSi) is functioning, the current low lower carbon price constitutes a lack of incentive for low carbon investments. In addition, ENVI agrees with reports that the carbon price is not expected to increase in the absence of much increased economic growth or adjustment to the ETS. The adopted draft report also calls for the setting aside of a significant amount of allowances.
The vote in Plenary is expected on 15 March 2012.
On 13 December 2011, A Commission Staff Working Paper entitled “Materials Roadmap Enabling Low Carbon Energy Technologies” was adopted. The purpose of this document is to complement and expand the technology roadmaps developed within the context of the Strategic Energy Technology Plant (SET-Plan) as the basis for its implementation. Key material research and innovation activities to advance energy technologies over the next 10 years are presented and the document is meant to serve as a programmatic guide for research and development activities in the field of materials for energy applications for both the European Union’s research and innovation programme and Member State programmes. Of relevance to the cement industry is the issue of energy efficient materials for buildings.
On 9 December 2011, the European Council called for an “agreement on the low carbon 2050 strategy”.
